A blanket change freeze is rarely practical or necessary. The goal is to prevent design decisions being made on shifting foundations — not to prevent all change. The most effective approach is a Change Advisory Board spanning both the programme and BAU, with a triage process for assessing whether proposed BAU changes affect programme scope and design.
